Microsoft is presenting Tampere’s approach to AI-powered public services at Smart City Expo World Congress 2026, with a city assistant designed to be reused for different needs. The example appears in its November 3 overview of municipal AI projects.
Tampere VIP was built by two city developers working with a Microsoft team and piloted around Finland’s national Eurovision selection. Visitors could ask by voice or text about restaurants, events and activities. Several agents divided the work, using predefined data sources rather than unrestricted information.
The design’s practical appeal is reuse: replacing the agents and their source data can adapt the platform to another purpose without rebuilding the whole service. Gothenburg, Los Angeles, Turku and Valencia joined Tampere in June to explore the approach.
Microsoft’s Barcelona programme connects this example with resilient operations and control over government data. Tampere VIP remains a specific pilot and demonstration of a reusable service architecture; its presentation at the expo does not establish that the same assistant has been deployed citywide in every participating municipality.
