Barcelona’s First Housing World Summit Puts Finance and Digital Mapping on the Urban Agenda

A HOWS Barcelona 2026 session examines rent, tourism and speculation in the housing market.

The first HOWS Barcelona – Housing World Summit opened on November 3 within Smart City Expo World Congress, placing housing affordability alongside digital infrastructure in the debate about cities. Barcelona’s housing consortium published its account of the opening day on November 4.

Speakers discussed how construction, regulation and long-term finance need to work together. European Commission representative Matthew Baldwin estimated additional investment needs at around €150 billion annually and argued for stable private capital and stronger financial instruments. The figure describes an investment need, not new funding awarded at the summit.

UN-Habitat’s Edlam Abera Yemeru highlighted AI and digital mapping as tools for making underserved neighbourhoods visible to planners. A Cape Town example added more than 822,000 structures to municipal information systems, helping authorities understand where services and investment are needed.

The discussions linked technology with a concrete policy problem: better data can improve housing decisions, but affordability also depends on land, market rules and sustained public action. Cooperative housing and protection of social housing stock were among the approaches examined.
